    A); Chairman, MLA Sub-Committee serving as Liaison to the U.S. Departme=
    nt of State Concerning the Hague Convention for the International Enfor=
    cement of Money Judgments; Chairman, MLA Sub-Committee on Bankruptcy; V=
    ice-Chairman (East Coast), MLA Practice and Procedure Committee;  and m=
    ember, MLA Sub-Committee liaison with the Comite Maritime International=
    e.  He is a member on the New York County Lawyers Association, Internat=
    ional Chamber of Commerce and Comite Maritime Internationale.  He has a=
    uthored articles and lectured on admiralty law and private internationa=
    l law in domestic and international venues, and has been an arbitrator =
    in both AAA and SMA proceedings.  His is admitted to the Second, Third,=
     Fourth, Fifth, Ninth and Eleventh Circuit Courts of Appeals.   Admitte=
    d to the Bar: New York (1971).   Hunter College of the City University =
    of New York (B.A. 1968).  Brooklyn Law School (J.D. 1971).  Mr. Van Pra=
    ag's special appointments include the U.S. Secretary of State's Advisor=
